Pennsylvania’s DEP Partners with Proforma to Improve Processes
Department Makes Project Updates Available to Public on Web
SOUTHFIELD, Mich. (February 5, 2001) — In a unique governmental initiative,
the Pennsylvania Department of Environmental Protection (DEP) Office of
Management and Technical Services has partnered with Proforma Corporation, a
leading provider of business process modeling solutions, to model and
implement better, faster and less expensive business processes in the
department’s Bureau of Laboratories. Improved processes will allow the
department to continuously increase its level of performance, thus saving
money and enhancing service and quality. The DEP protects Pennsylvania’s
air, land and water from pollution and provides for the health and safety of
its citizens through a cleaner environment.
Officials at DEP called on Proforma to work with the bureau to train
personnel in business process modeling techniques, conduct a pilot process
improvement project, and mentor the bureau’s section heads through their
initial process improvement efforts. The project will involve a team of
Proforma consultants and will utilize Proforma’s ProVision Workbench™ suite
of business modeling software.
“ProVision provides tools for input and modeling at the user level—the most
important link in the process improvement initiative,” said Kenwood Giffhorn,
Deputy Secretary for Management and Technical Services at DEP. “We now can
accurately portray existing processes, model potential changes and implement
change with a greater degree of confidence.”
Tracking progress online
A notable facet of the project is that DEP will make details and schedule
updates available internally and externally on the web at
http://www.BizProcessModeling.com/DEP/home.htm. The site explains the
project approach, shares project deliverables, speeds communication among
team members and makes progress visible to the team and the public. It will
be updated continually as the project evolves.
“The decision to go online with the project was a logical one for DEP,
because e-commerce and e-government are major initiatives at the
department,” Gifforn said. “We frequently use the Web to share information
internally, so it was the ideal communication vehicle for this innovative
project.”
DEP opted to make the project web site available to the public for several
reasons. It sets an example of open government that was previously
unattainable, and it allows the department to convey its efficiencies and
accomplishments.
